HR Is the Face, Not the Source
Visible accountability lands on HR — but the decision that created the pressure usually started somewhere else.
What this shows
The pressure entered upstream, in a decision made several layers above HR. It traveled through an unowned operational design gap, then through manager interpretation. HR is where it became visible, as a complaint — and the fix that would actually work sits back in the gap no one owns, so HR keeps answering for a problem it can't reach. Repair has to map who owns operational design, not just the complaint.
